Richard L. Steer - Partner
Richard L. Steer is a Partner at Tarter Krinsky & Drogin LLP. Mr. Steer focuses his practice on employment law, labor law and housing discrimination law. He has extensive experience in the area of Employment Practices Liability Insurance and has defended a wide range of employers, insurance companies, and their policy holders in discrimination, labor and employment relations litigation.
Mr. Steer has acted as trial counsel in a number of significant employment discrimination cases, including lead trial counsel defending New York’s written civil service exam in USA v. City of Yonkers, et al. in which he defended New York‘s statewide exam for entry level police officers in a pattern or practice discrimination case brought by the Attorney General of the United States.
Mr. Steer is an adjunct professor of law at Pace University School of Law, where he has been teaching since 1984. He teaches courses in Employment Discrimination Law, Employment Law and Labor Law, as well as the Employment Discrimination section of the law school’s course on Women and the Law. In addition, Mr. Steer lectures extensively on employment discrimination and labor topics and engages in advice and training in areas such as sexual harassment, disability discrimination, wage and hour laws, employment policies, and non-compete agreements. His seminars include: Employment Law Update, MCLE Marathon a 2004, seminar presented by the Practicing Law Institute; The Advantages and Challenges of ADR in Employment Cases; Litigating Employment Discrimination and Sexual Harassment Claims; and Understanding and Preventing Employment Law Claims. Mr. Steer has also presented numerous Employment Law Updates for Pace CLE and has lectured for the Korean Chamber of Commerce and Industry on employment law topics. |

Prior to joining Tarter, Krinsky & Drogin LLP, Mr. Steer was an assistant corporation counsel for the City of Yonkers, New York, was a senior labor associate for the law firm Epstein Becker Borsody & Green P.C., a partner and head of the labor practice of Davidoff & Malito LLP, and was a principal and co-head of the Employment Practices Group of the law firm Jones Hirsch Connors & Bull P.C. Mr. Steer also served as a Captain in the U.S. Army, JAGC(R).
Mr. Steer earned his Juris Doctor cum laude from New England School of Law and graduated with a Bachelor of Arts degree from Alfred University. He also earned a certification in EEO Studies at Cornell University NYSILR. He is a member of the New York Management Attorney‘s Conference (A By-Invitation-Only Management Labor Law Organization), the National Association of College and University Attorneys, the Federal Bar Council, and of the Board of Directors of the Defense Association of New York, Inc. In his spare time, Mr. Steer is a professional ski instructor.
